On October 24, 2025, Connelly Law Offices filed a lawsuit against Defendant Spokane County on behalf of 15 plaintiffs that were victims of childhood sexual abuse by staff at the Spokane Juvenile Detention Center. At the center of the abuse were William “Bill” Lamb and Rafael Gray, two correctional guards who—from the 1980s through at least 2010—groomed, coerced, and sexually abused boys and girls in cells, closets, and staff areas. Many of these kids were as young as 12-years old.
The lawsuit asserts that Spokane County failed to screen and monitor staff, ignored warning signs, and did not install meaningful safety measures such as surveillance cameras to protect these kids until years after it was too late. Spokane County’s failure to protect these vulnerable children created a culture of silence in which staff could sexually abuse kids with impunity.
